County Councils are responsible for highways, footpaths and countryside access issues including highway drainage; schools/childrens’ services; social services; libraries; waste disposal. They also have a remit for planning for quarrying/gravel extraction and waste management sites, etc. |
District Councils are responsible for Development Control and Building Consultancy; waste collection and street cleaning services; licensing; collection of all council tax and distribution to parish councils; revenues and benefits; bus passes and travel tokens; the main leisure centres; tourism; management of parks and gardens; car parks; public toilets, etc. |
